West Virginia legalized online casinos and online poker in 2019, and the first online casino, DraftKings, went live on July 15, 2020. The West Virginia Lottery licenses them through the state’s land casinos, and about a dozen brands are live, including BetMGM, DraftKings, FanDuel, Caesars Palace Online, BetRivers, bet365, Fanatics, Golden Nugget, Horseshoe, Hollywood Casino and Ember (formerly Betly). You must be 21 or over and physically in West Virginia to play; the apps check your location.
They’re growing: West Virginia’s online casinos kept about $39.5 million of players’ bets in September 2026, up 15.5% from a year earlier, going by news totals of the Lottery’s weekly reports. Online poker is licensed too, but only one site is live: BetRivers Poker, since June 2025, where West Virginia players share tables with players in Pennsylvania, Michigan and Delaware.

We read each casino’s own terms on October 14, 2026. None of the 28 casinos in our ledger whose terms we could read lists West Virginia. They don’t all say it the same way: some publish a full list of excluded states, some restrict countries only, and some publish no list at all. Bovada’s terms do list West Virginia, among 19 restricted states and DC, so it isn’t on this page.

Of the other casinos in our ledger, BetWhale, BoVegas, Cherry Gold and Shazam publish state lists that leave West Virginia off, and the rest restrict countries only or publish no list. Yes. Online casinos, online poker, sports betting and the Lottery’s online games are all legal and licensed in West Virginia, for players 21 and over (18 for the Lottery). Offshore casinos aren’t licensed by West Virginia, and the Lottery ordered Bovada to stop taking West Virginia players in 2024. We found no case of a player being prosecuted for playing at an offshore casino. What you give up is protection: no West Virginia regulator checks these sites or can step in if a payout goes wrong, so stick to casinos with a payout record, like the ones above. We’re not lawyers, and this isn’t legal advice.
No West Virginia law bans sweepstakes casinos, but the Attorney General sent subpoenas to dozens of operators in 2025, and more than 20 platforms stopped serving the state. Daily fantasy sports have no law of their own, and the Attorney General called their status unclear in 2025. We found no West Virginia action against Kalshi or other prediction markets. We don’t list sweepstakes sites, fantasy sites or prediction markets on this page.

Crypto payouts are public. Here are two of ours on Etherscan, with the time, the amount and the fee. The sender shows as a third-party service, so the casino’s name doesn’t appear, which is normal.
Licensed West Virginia apps take cards, bank transfers and prepaid cards but no crypto. At offshore casinos it’s the reverse: card deposits are often declined and payouts to cards are rare, so crypto is the route that works both ways, and it’s how every payout in our ledger arrived.

Lewisburg is closest to The Greenbrier, but its casino doesn’t admit the public, so for most players the nearest option is about 1 hour 45 minutes away. Beckley, Parkersburg and Bluefield are also long drives, at about 1 hour 20 minutes to 1 hour 50 minutes.
Sports betting is legal in West Virginia for players 21 and over, licensed by the West Virginia Lottery; the first bet was taken at Hollywood Casino at Charles Town Races on August 30, 2018.
