Rather than assume every offshore site takes Californians, we tried to read each casino’s own terms. None of the 26 casinos whose terms we could read lists California as a restricted state, but they don’t all say it the same way: some publish a full list of excluded states, some restrict countries only, and some publish no list at all.

California doesn’t license any online casino, online poker site or sportsbook. Tribes run slots and table games at their casinos under compacts voters approved in 2000, licensed cardrooms run card games, and the state runs the lottery. So every real money casino site open to Californians is offshore. We found no case of a player being prosecuted for playing at one. What you give up is protection: no California regulator checks these sites or can step in if a payout goes wrong, so stick to casinos with a payout record, like the ones above. Crypto payouts are public. Here are two of ours on Etherscan, with the time, the amount and the fee. The sender shows as a third-party service, so the casino’s name doesn’t appear, which is normal.
