What Utah Does and Does Not License
Utah’s constitution prevents the Legislature from authorizing games of chance. State law covers participating in gambling and online gambling promotion. H.B. 243 took effect on May 6, 2026 and clarified the gambling definition. An August 2026 ruling also allowed Utah to apply its laws to Kalshi sports contracts.
